This reality is becoming more and more common. More chapels are losing pastors after only a brief tenure. Even more worrying, many of these same church buildings are seeing these types of patterns repeat by themselves with each consecutive pastor.

I recently worked with one cathedral that had 6 pastors in 9 years. Not one of the pastors made it to the third year. These people wanted my assist to determine what was wrong with all these pastors. My suggestion which they might be the problem was not received well.

The particular church rarely attempts to reach those in the community lest the outsiders mess up their church. Incidentally, pastors are outsiders too. They come and go. And if these people try to stay too long, they will soon have got major challenges on the hands.
